Non-compliance of High Court's order passed in earlier writ petition - Notice issued to OP to appear in person and to show cause why action be not taken for disobedience - OP appeared and counter affidavit filed - Evident from reply that OP has complied the order of HC - Reason for delay in making compliance also stated in the counter affidavit - No rejoinder affidavit filed by the applicant - Nothing brought or record to show that averments in counter affidavit are incorrect - Mere disobedience to any judgment, order etc is not sufficient for holding a person liable for contempt - The person is liable for contempt when disobedience is willful - OP is liable to be discharged - Petition disposed off accordingly.
